A County Assistance District is a local district that uses a voter-approved sales and use tax, inside its boundaries, to pay for services authorized by law.
A County Assistance District uses a voter authorized local sales and use tax collected inside its boundaries to fund public services allowed by state law. It manages that revenue and applies it within the district in accordance with state law, the county’s establishing order, and public budgeting and reporting requirements.
Voters will decide whether to create the Waller County Assistance District and authorize a 1% local sales and use tax within the district’s mapped boundaries to finance the district’s operations. The proposition appears on the November 4, 2025 ballot as a single “For” or “Against” question.
Why Waller County is Considering a County Assistance District
Waller County, like many fast-growing communities in Texas, faces increasing demands for services that support public safety, infrastructure, and quality of life. State law allows counties to create County Assistance Districts (CADs) as a way to fund these types of needs through a voter-approved sales and use tax.
Register by Saturday, October 4, 2025. Early voting is October 20th-October 31st 2025, and the vote-by-mail application deadline is Saturday, October 4, 2025 for eligible voters. Election Day is November 4th 2025
